I don't think this person knows how to write tabs. If you're supposed to strum and not pick, the open strings should be indicated with a "0" unless you're just strumming the 2 fingered strings shown for each part/chord, in which case you could pick simultaneously for more or less the same effect...
Anyway this sounds somewhat like the song but it's an incomplete tab. Here are the chords used (you must tune your uke up a half step, which is easy to accomplish with a tuner or online tuner if you haven't done it before):
For ukelele tuned a 1/2 step up (G# C# E# A#)
Am: 2003
D7: 2223
G: 0232
C: 0003
C/B: 0002
I got that information from Ultimate Guitar, but at least it is a bit more accurate, hope that helps someone!

I don't know what the first chord is, but the second one is D7? I think, the third one G, the fourth C, and the fifth a C7
